This session touches on local Safe Babies Court Team (SBCT) efforts to: elevate leadership of folks with lived experience in the child welfare and juvenile court systems using a racial equity lens and build community wide buy in and mobilize interdisciplinary stakeholders to collectively improve systems on behalf of babies and toddlers.

Objectives:

  • Participants will learn about strategies used in Cuyahoga County, Ohio's Safe Babies Court Team work to elevate the voice of parents, and other folks with lived experience in child welfare and juvenile court systems, through a racial equity lens.
  • Participants will learn about strategies used in Cuyahoga County, Ohio's Safe Babies Court Team to build community- wide buy in and mobilize community wide responsibility for the welfare of young children.
  • Participants will have space to reflect on their own work and how they may be able to apply strategies or lessons learned from work in Cuyahoga County to elevate parent voice and build community buy- in in their own work to support best outcomes for vulnerable infants and toddlers.

Delaney Jones, MSSA, LSW, has been working to plan, implement, market, manage, and evaluate the local Safe Babies Court Team™ (SBCT): bridging micro and macro work on behalf of infants and toddlers by both managing the SBCT program locally (enrolling families, facilitating family team meetings, connecting families with tailored community resources, etc.) while also facilitating and providing leadership for county-wide efforts to shift practice and policy towards best practices, using storytelling, data, and community mobilization strategies. Delaney holds an MSSA from Case Western Reserve University where she studied Community Practice for Social Change with focus on Children, Youth and Families. Her educational background and previous experience relate to best practice work with children and families, community organization, and trauma-informed care.

Crystal Hallock (she/her/hers)

Crystal Hallock has provided peer-to-peer mentorship to clients in Washoe County Specialty Courts since 2007. She brings a wealth of lived experience by having gone through Child Protective Services herself and then raised nine children, including her own children, her younger siblings, and she is currently guardian to her toddler grandson. Crystal uses this experience and her long history of working with clients to mentor and advocate for parents involved in the court system and help them build a stable future for themselves and their children. Crystal first served as a Mentor Mom for the Washoe County Family Treatment Court. She is also a Parent Partner for Safe Babies Court since 2019 and a Parent Advisor for the ITCP National Advisory Group for Parents’ Voice since 2020. She has been a certified Peer Recovery Support Specialist since 2015, a position and recognition she helped found when she served as Vice Chairman on the State of Nevada Certification Board from 2013 to 2015. Crystal is a valued advisor to the Specialty Court teams in Washoe County. She always looks for creative ways to help parents in the community and passionately believes that parents’ voices should be heard.
