The current financing structure for pediatric primary care focuses on a narrow range of clinical outcomes and incentivizes volume over value, resulting in insufficient resources to provide the whole-family care needed to address health equity, health-related social needs, and family well-being. Our implementation of this model of advanced primary care operates in clinical settings that serve diverse families who live, work, learn, and play in underserved communities and addresses child and caregiver needs that go beyond physical health. The value-based payment model developed for the model includes clinical quality measures stratified by race and ethnicity to assess and incentivize improvement in equity outcomes.

Elizabeth Frenette, Senior Policy Analyst, HealthySteps a program of ZERO TO THREE Elizabeth joined ZERO TO THREE in 2018, and currently is a Senior Policy Analyst for HealthySteps. In this role, she leads HealthySteps sustainability efforts in New York by working with heath systems, key stakeholders, payers, and policymakers to secure long-term funding for service delivery to children and their families. She serves as a subject matter expert on HealthySteps growth and scale and supports the HealthySteps network through direct technical assistance with billing and coding for Healthy Steps-related services. Elizabeth also led work with external partners to develop a HealthySteps Medicaid Return on Investment Calculator, a tool to help enable HealthySteps sites to create a business case around HealthySteps service delivery. Previously, at the University of Massachusetts Boston, Elizabeth worked as a Project Manager for a multi-stage autism screening project and as an Adjunct Lecturer for the Early Education and Care in Inclusive Settings Program. She received both her bachelor's degree in biopsychology and her master's degree in public health from Tufts University.

Mary McCord, MD, MPH is the Pediatric Director at in Gotham Heath, the network of FQHC sites affiliate with New York City Health and Hospitals. For over 30 years her work has focused on improving clinical services to vulnerable children using community partnership and population health approaches. Since coming to NYC Health and Hospitals/Gotham Health in 2014 she has worked to focus primary care services on a 2 Generation approach to Pediatric Primary Care. She leads the 3-2-1 IMPACT project which integrates mental health services for parents and multiple Early Childhood support programs into the Pediatric Primary Care at multiple H+H sites.
