With the goal of building greater awareness and support for our critical work transforming child welfare into the practice of strengthening child and family well-being, ZERO TO THREE embarked to refine the branding and messaging for our Safe Babies approach. Our bold and inclusive approach to reimagining how we represent our work in child welfare resulted in the of a new, simplified name and brand identity, Safe Babies.   • The American Academy of Pediatrics

    The American Academy of Pediatrics (AAP) is a non-profit membership organization of over 67,000 primary care pediatricians, pediatric medical sub-specialists, pediatric surgical specialists, and trainees. The mission of the AAP is to attain optimal physical, mental, and social health and well-being for all infants, children, adolescents, and young adults. The AAP achieves this mission by serving as the leading source of training and education for its members across a variety of topics critical to child health and has an extensive national network of 68 chapters and over 100 councils and sections through which to reach pediatricians.

    Family Voices is a family-led organization that transforms systems of care to work better for all children and youth, especially those with special health care needs or disabilities. By putting families at the forefront and centering their leadership and lived expertise, we build a culture that includes everyone and fosters equitable outcomes.   • National Council for Juvenile and Family Court Judges

    The vital and important work of the National Council of Juvenile and Family Court Judges (NCJFCJ) began in 1937 when a group of judges came together looking to improve the effectiveness of the nation’s juvenile courts. One of the largest and oldest judicial membership organizations in the nation, the NCJFCJ serves an estimated 30,000 professionals in the juvenile and family justice system. For those involved with juvenile, family, and domestic violence cases, the NCJFCJ provides the resources, knowledge, and training to improve the lives of families and children seeking justice.

  • National Indian Child Welfare Association

    NICWA is a Native-led nonprofit dedicated to the well-being of American Indian and Alaska Native children and families. We support the safety, health, and spiritual strength of Native babies, children, and youth along the broad continuum of their lives. NICWA provides outreach, training, and technical assistance to support states and sites implementing the Safe Babies approach. Our goal is to support jurisdictions in forming meaningful relationships with tribal nations and effectively, culturally competently serving Native families and children. We also support tribal nations in exploring whether Safe Babies is a helpful approach for them to adopt or adapt.

James Bell Associates

JBA provides evaluation technical assistance to Infant-Toddler Court Programs (ITCP) and conducts the national evaluation of the ITCP. We work with awardees to identify common challenges, areas of concern, and opportunities for information sharing. Our evidence-building evaluation includes: (1) information gathering, (2) formative evaluation, and (3) summative evaluation. We consider where sites are in their implementation process to determine when they should enter the next evaluation phase. We infuse diversity, equity, and inclusion principles into our work. For example, we apply feedback and guidance from an evaluation expert advisory group of parents with lived experience in the child welfare system.

Safe Babies Definitional Tools

Implementing the Safe Babies approach involves intentional and sustained shifts in practice and new activities that are carried out by people with specific roles and by professionals and community members partnering together in teams. 

The definitional tools describe what the roles and teams of the Safe Babies approach look like in practice, including essential functions that reflect best practice recommendations as well as practice-based evidence from decades of working with local communities and states.

    Effective and high-quality legal representation for parents, children, and the child welfare agency is essential to ensuring due process, protecting parties’ rights, and supporting family health and well-being. The tool describes the key functions and specific activities of attorneys representing child welfare agencies, children, and parents.

    Child welfare plays a critical role in providing direct oversight and helping families navigate changes, with an intentional and consistent focus on children’s needs.
