Join us for an introduction to Building for Babies: A State Policy Self-Assessment Suite, a tool designed to help states strengthen prenatal-to-3 systems through more than 100 infant and toddler policy recommendations.
We’ll share insights from a state that piloted the self-assessment tool with decision-makers, early childhood service providers, and parents. This collaborative approach helped participants identify key policy areas for babies and set shared priorities for action.
You’ll also explore different ways to use the self-assessment suite—whether in full or in parts—while leveraging The Baby Book, a compilation of national resources and state examples for each policy area. This suite provides a strong starting point for critical conversations that drive system change for babies, toddlers, and their families.

Christy Stanton is a Senior Technical Assistance Specialist in the Policy Center at ZERO TO THREE. She provides technical assistance and facilitates cross-state learning to improve policies and systems for infants, toddlers, and their families. While at ZERO TO THREE, Christy worked in centers providing technical assistance to both MIECHV and Tribal Home Visiting awardees, and delivering professional development across the country. Christy is a social worker with over 25 years of direct practice experience as an early childhood mental health consultant and clinician, home visitor and program supervisor.

Katrina Coburn
Senior Manager of the State Policy Team

Katrina Coburn currently serves as Senior Manager of the State Policy Team at ZERO TO THREE where she provides support to states in implementation of ZERO TO THREE’s state policy priorities through technical assistance and facilitation of cross-state learning. Prior to her time on the policy team, Katrina worked both at the National Center for Development, Teaching and Learning and the Maternal, Infant, and Early Childhood Home Visiting Technical Assistance Coordinating Center at ZERO TO THREE. Her previous experience includes leadership positions at both state and community levels as well as several years as a family child care provider.
